The Countries and Institutions have no legal responsibility to pay any reparations. The profits they continue to receive provides a good tonic for their shame and discomfort. The unjust laws of the period made it legal to exploit, abuse and murder African people. The divine laws of brotherly love were overlooked to accommodate the laws rape and pillage. The behaviour Europeans for over 450 years is beyond the scope of ignorance. 

It is a shame that they have committed the most horrific crimes against humanity.
It is a shame that they sit on the fence as the damage accumulates.
It is a shame that the superior complex they conjured up has not been humbled.
It is a shame that they can no longer hear the screams of millions of innocents.
It is a shame that the Jewish Holocaust is seen as the only Holocaust
It is a shame they have not offered to help to repair the damage they have done.
It is a shame that the human sacrifice of Africans will never be forgotten.
